CAR-T drug developer gains stable revenue through government supply contract amid tighter South Korean PLS regulations

Appclon, known as an antibody drug developer, has signed an KRW 824 million contract with the National Institute of Food and Drug Safety Evaluation (NIFDS), an agency under the Ministry of Food and Drug Safety, to supply pesticide residue reference standards. The contract runs through Dec. 31 of this year, and the amount represents 17.5% of Appclon’s annual revenue in 2025. The deal is drawing attention because a biotechnology company focused on drug development has secured a substantial portion of its revenue through supplies to a government agency.
Pesticide residue reference standards are high-purity chemicals used to calibrate laboratory analytical equipment, including LC-MS and GC-MS, for the precise detection of trace pesticide components remaining on agricultural products or in imported foods. Because accurate measurement by testing equipment depends on the quality of the reference standards, they are considered core infrastructure for the food safety inspection and quarantine system.
■ Demand created by South Korea’s PLS
The contract comes against the backdrop of South Korea’s Positive List System (PLS). Under the PLS, a uniform, extremely low limit of 0.01 ppm is applied to all unregistered pesticides for which no domestic standard has been established. Bryant Christie Inc., a US consulting firm specializing in agricultural trade regulations, has noted that “the strict 0.01 ppm limit is applied without exception to imported products for pesticides without established limits, and failure to meet the regulation can immediately result in customs clearance being denied.” NIFDS’ advance procurement of large quantities of high-quality reference standards can be viewed as part of a government policy to further improve the precision of imported agricultural product inspections.
The global pesticide residue testing market is estimated at approximately $1.95 billion (about KRW 2.6 trillion) as of 2025, with annual growth of 6.7% to 8.6% projected through the early 2030s. The Asia-Pacific region, particularly South Korea, China and Japan, which have adopted stringent food safety regulations, accounts for approximately 43.5% of the global market and is driving demand. Market research firm Maximize Market Research analyzed that “tighter regulations in the Asia-Pacific region are driving growth, and going forward, AI, automation and precision analytical technologies will determine competitive advantage in the food safety market.”
■ Portfolio diversification by a drug developer
Appclon is focused on developing antibody-based drugs, including CAR-T cell therapies. Drug development has structural limitations, including substantial revenue volatility depending on the clinical stage and the long time required to generate revenue. The government supply contract is significant beyond the contract itself because it provides a stable source of cash flow to fill that gap. The fact that it secured 17.5% of annual revenue through a single contract demonstrates this.
Industry observers believe that the supply track record with a government agency could also support Appclon’s future business expansion. Supplying reference reagents to NIFDS, a national agency, provides evidence that could enhance the company’s credibility as it enters domestic and international food and environmental biotechnology testing markets. As climate change increases the prevalence of new pests and diseases and environmental regulations such as the EU Green Deal become stricter, demand for pesticide residue testing is likely to expand over the medium to long term.
