Stake rises to 20.82%, up 0.29 percentage points; companion diagnostic device seen as a “bridgehead” for FDA entry

Jin Yang-gon, chairman and largest shareholder of HLB, directly purchased 130,100 shares of HLB Panagene on the open market over three days, from the 18th through the 20th of this month. The purchase price was 1,191-1,194 won per share, representing a personal investment of approximately 155 million won. Following the purchase, the combined stake held by HLB and specially related parties increased from 20.53% to 20.82%, a rise of 0.29 percentage points.
HLB disclosed that the purpose of the purchase was “to exercise influence over the company as its largest shareholder.” This indicates an intention to participate in overall management, including the appointment and dismissal of executives, amendments to the articles of incorporation, changes to capital, and dividend decisions.
As of the reporting date, HLB directly held 3,842,743 shares of HLB Panagene, or 8.44%. Specially related parties included HLB Biostep, with 3,251,551 shares (7.14%); HLB Innovation, HLB Therapeutics and HLB Investment, each with 591,191 shares (1.30%); Chairman Jin Yang-gon personally, with 593,473 shares (1.30%); and Jang In-geun, with 17,000 shares (0.04%).
■ Why PNA technology and companion diagnostics are attracting attention
HLB Panagene is a molecular diagnostics company with global exclusive rights to, and mass-production capabilities for, PNA (peptide nucleic acid), an artificial genetic material with greater binding strength and stability than conventional DNA. The technology plays a key role in companion diagnostics (CDx), which are used to identify patients eligible for targeted cancer therapies.
HLB is currently pursuing FDA approval of lirafugratinib (targeting FGFR2 mutations), a treatment for cholangiocarcinoma, through its U.S. subsidiary Elevar. HLB Panagene is jointly developing an original companion diagnostic device with Elevar to identify patients eligible for the new drug, creating a structure in which approval of the drug is directly linked to HLB Panagene’s revenue.
Lirafugratinib has been designated for FDA Priority Review, with a final approval decision expected around September 2026. Original companion diagnostic devices developed alongside a new drug tend to become the standard for subsequent diagnostic devices, giving them a significant first-mover advantage, according to a common view in the industry.
■ What the timing of Chairman Jin Yang-gon’s purchase indicates
The purchase is notable because it occurred as the FDA approval decision came within sight. It is being interpreted as an effort to strengthen the group’s control over HLB Panagene and secure momentum for its companion diagnostics business.
HLB’s tumor-agnostic treatment strategy is also a factor increasing HLB Panagene’s role. Rather than targeting the organ in which cancer originated, this strategy targets specific genetic mutations, such as FGFR2, and requires the precise identification of subtle genetic variations in patients worldwide. This is why reliance on HLB Panagene’s ultrasensitive PNA diagnostic technology is likely to increase.
The global molecular diagnostics market is growing at an annual rate of more than 7.5%, driven by rising demand for targeted cancer therapies. HLB Panagene has also begun expanding exports to emerging markets after recently entering an exclusive public-sector partnership with India’s ECDS. Industry observers expect HLB Panagene to enter the U.S. market immediately and experience accelerated revenue growth if FDA approval is realized in the second half of 2026.
Global expansion by South Korean biotechnology companies has so far focused on biosimilar exports and out-licensing of drug candidates. If HLB and HLB Panagene succeed in clearing the FDA hurdle with a package combining a targeted cancer therapy and companion diagnostic device, the case would draw industry attention as the first example of a South Korean company directly leading the precision medicine value chain.
